Résumé

This research examines the reality of endowments (Waqf) in the Sultanate of Oman by exploring the history of endowments and their types in Oman. It also investigates the mechanisms and methods followed in their administration, development, investment of funds, and the various aspects of their expenditures. The study assesses the contribution of endowments to the economic and social development of the country and identifies the obstacles hindering the development and advancement of the endowment sector in Oman. Additionally, it proposes insights and ideas aimed at overcoming these obstacles and enhancing the development of the endowment sector in Oman from various perspectives. The study adopts a descriptive analytical comparative methodology. The descriptive methodology involves reviewing legislation related to the endowment sector, particularly focusing on the administrative and informational aspects in the Sultanate of Oman. The analytical methodology is also incorporated to provide a comprehensive analysis of the data. The study concludes that endowments have had a significant and active presence in Omani society, serving as a crucial source of funding for various fields and services undertaken by the state.
ملخصيستعرض هذ البحث واقع الوقف في السلطنة من خلال التعرف على تاريخ الأوقاف وأنواعها في سلطنة عمان ، والآليات والطرق المتبعة في إدارتها وتنميتها واستثمار أموالها وأوجه صرفها ، ومدى مساهمتها في دعم التنمية الاقتصادية والاجتماعية بالبلاد ، وما هي المعوقات التي تعيق تنمية وتطوير قطاع الأوقاف في سلطنة عمان ،وطرح ما يمكن من رؤى وأفكار من شأنها تذليل العقبات التي تواجه تطوير قطاع الأوقاف في السلطنة والنهوض به من مختلف جوانبه إلى المستوى الذي يمكنه من القيام بدور تنموي أكثر فعالية . اعتمدت هذه  الدراسة على المنهج الوصفي التحليلي المقارن، يتمثل المنهج الوصفي في استعراض التشريعات للقطاع الوقفي وما يخص الجانب الإداري والإعلامي في سلطنة عمان ودراسته، مستصحبين في ذلك المنهج التحليلي،وخلصت الدراسة إلى أنه كان للوقف حضوره الفاعل والمهم في المجتمع العماني، بل كان مصدراً من مصادر تمويل العديد من المجالات والخدمات التي كانت تضطلع بها الدولة.
